As far as I'm aware France (unless you know different - if so then please contact me) was the only place that used different theme music for the shows opening titles. Other countries dubbed Debbie Allen's speech but the music remained the same.
In France they use the Fame theme but it is sung in French by Israeli artist Noam. Titled "Aime", He recorded the Theme in 1980 when the original movie was released and it was then used for the TV series theme.
